Open source software products that are prioritized for procurement and use in state agencies and organizations in Circular 41/2009/TT-BTT&TT recently issued by the Ministry of Information and Communications are products that have met the criteria for technical features as well as openness and sustainability, and NukeViet is one of them.

In addition, open source software products that are prioritized for procurement and use in state agencies and organizations must also meet the criteria of openness and sustainability of the software. Based on the above standards, Circular 20 specifies a list of 31 products belonging to 11 types of software prioritized for procurement and use in state agencies and organizations. NukeViet belongs to the category of open source content management systems. Details of the circular and a list of 31 open source software products prioritized for procurement and use in state agencies and organizations can be found here.

Circular 20/2014/TT-BTTTT clearly stipulates: State agencies and organizations need to use state capital to invest in construction, purchase or hire to use software included in the List. or types of software on the market that already have corresponding open source software products that satisfy the above criteria (specified in Article 3 of Circular 20), priority must be given to selecting corresponding open source software products, At the same time, this priority must be clearly stated in documents such as preliminary design, construction design, bidding plan, investment plan, bidding documents, request for quotation, request for quotation or other procurement requirements.

At the same time, state agencies and organizations must ensure that no requirements, conditions and technical features may lead to the exclusion of open source software products in documents such as preliminary designs. construction design, bidding plan, investment plan, bidding documents, request for quotation, request for quotation or other procurement requirements.

Thus, after the Circular No. 08/2010/TT-BGDĐT of the Ministry of Education and Training issued on March 1, 2010, stipulating the use of free and open source software in educational institutions, including NukeViet on the list. Open source codes are encouraged to be used in education, Circular 20/2014/TT-BTTTT paved the way for NukeViet to be used by state agencies and organizations. Units that support the implementation of NukeViet for state agencies can use this regulation to be prioritized for implementation of website and portal projects for state agencies and organizations.

In the coming time, Vietnam Open Source Development Joint Stock Company (VINADES.,JSC) - the owner of NukeViet - will work with NukeViet's Board of Directors to continue to support businesses in training human resources to develop. developing NukeViet to provide better services for the government and state agencies, gradually building and forming an alliance of NukeViet developers, bringing Vietnamese open source software products to not only serve well Vietnam market, but also step by step into the regional market and other developing countries in the world thanks to the advantage of open source software being prioritized by many governments for development.
