Effective from January 20, 2015, this Circular replaces Circular 41/2009/TT-BTT&TT (Circular 41) dated December 30, 2009 promulgating the List of open source software products that meet the requirements for use in state agencies and organizations.

Open source software products that are prioritized for procurement and use in state agencies and organizations in Circular 41/2009/TT-BTT&TT recently issued by the Ministry of Information and Communications are products that have met the criteria for technical features as well as openness and sustainability, and NukeViet is one of them.

In addition, open source software products that are prioritized for procurement and use in state agencies and organizations must also meet the criteria of openness and sustainability of the software. Specifically, the software must ensure the following rights: freedom to use the software without paying royalties, freedom to redistribute the software, freedom to modify the software according to usage needs, freedom to redistribute the software, and the freedom to redistribute the software. edited software (fee or free); the software must have the source code, the installation is provided free of charge online; have a PoF failure threshold score of 50 points or less and an OSMM open source maturity model score of 60 points or more.
Based on the above standards, Circular 20 specifies a list of 31 products belonging to 11 types of software prioritized for procurement and use in state agencies and organizations.
